Federal home energy programs by state: rebates, heating aid and weatherization
Where the federal home energy rebates (HOMES and HEEHR), LIHEAP heating assistance and weatherization (WAP) stand in each state we have checked so far. Every row links to an official page and shows the date we checked it. Where an official page did not settle the question, it says "status not confirmed". States we have not checked are listed at the bottom and are not guessed.
Read this first: This is an independent information page, not a government site. Programs and rules change often, and DOE issued new rebate guidance in 2026 that many states are still adjusting to. Confirm on the official page before you apply, buy equipment or sign a contract. Not tax, legal or financial advice. Each row shows its own last-verified date (Oct 17, 18 or 20, 2026, ET).
ongoing; apply through the same Home Energy Plus application, then a local provider
Federal-level notes are listed first below. "Rebates" means the DOE-funded programs that states run; they are separate from utility rebates.
United States (federal)
DOE Home Energy Rebates (HOMES and HEEHR/HEAR)
federal rebate (state-run)
Status: available in select states; DOE does not list which on its page
DOE's page says Home Energy Rebates are 'now available in select states' and tells people to contact their State or Territory Energy Office. It says additional details on active state programs are 'coming soon'. HOMES: up to $8,000 (20% minimum modeled savings). HEEHR: up to $14,000. Higher rebates allowed for households under 80% of area median income (page footnote).
Not confirmed or worth knowing: Because DOE gives no state list, each state row below comes from that state's own agency page.

DOE Program Notice 26-2 (HEEHR guidance changes)
federal rule
Status: in effect (effective May 29, 2026)
DOE's Program Notice 26-2 (read in full on energy.gov) announces changes to HEEHR program guidance for programs that have launched, not yet launched, or are in conditional-award status. It renames 'Home Electrification and Appliance Rebates' to 'High-Efficiency Electric Home Rebates' (HEEHR) to match section 50122 of the IRA; removes the allowance for fuel-switching (rebates only for upgrading existing electric HVAC and appliances to more efficient electric equipment; new construction stays allowable); allows a dwelling to keep an existing fossil-fuel HVAC system when installing a heat pump; and adds ENERGY STAR combination washer-dryers to eligible heat pump dryers. DOE says it intends to publish revised guidance documents. States are updating their programs to match; see state rows (for example WI changed HEAR eligibility Sept 1, 2026; MN, PA, MD are waiting on DOE approval of revised applications).
Not confirmed or worth knowing: Grantees are told to work with their DOE Project Officer on next steps, so each state's timing differs.
